Projections
The Oregon School District is projected to grow by 2,000 resident students by the year 2030. This is an increase of 50% over our current enrollment.

What This Means
Our current K-8 schools cannot accommodate this increased number of students. Within two years Rome Corners Intermediate and our elementary schools will be overcrowded. Oregon Middle School is projected to approach capacity by 2025. Planning and taking action now will prevent students and staff from experiencing overcrowding in our schools and classrooms.Where Our District is Growing
The majority of the growth to the Oregon School District is coming from the northern edge (Hwy 14 corridor) and western parts of our district.How We Are Preparing
In February 2017, we assembled a Growth & Population Task Force to study growth and facility capacity. The task force was comprised of teachers, administrators, community stakeholders and a board member. The task force worked with MD Roffers Consulting, an expert in school district population growth, to understand the projections. The task force examined approximately 15 different options and reduced it to five that were described in detail during the OSD School Board Meeting on February 12, 2018.The Plan: A Two-Phased Approach
After months of examining data, holding workshops and listening to community feedback and focus groups, the Board selected a two-phased plan:- Phase 1 (2018 Referendum): Build a K-6th grade elementary school, that would open for the 2020-21 school year
- Phase 2 (Future): Build a 6-8th grade middle school estimated to be around 2024 (pending successful referendum) and reconfigure the following:
- The three K-4 elementary schools convert to K-5
- K-6 elementary school converts to K-5
- Rome Corners Intermediate converts to K-5 elementary school
- Oregon Middle School converts to a 6-8 building
What is Being Proposed in the Phase 1 November 2018 Referendum
- Referendum Question 1| New K-6th Grade Elementary School | $44.9M
- The construction of a new school will address overcrowding in grades K-6.
- The new school will be built in the northern part of our district (Fitchburg), which is experienceing the most significant growth.
- Referendum Question 2 | Operating & Maintenance Expenses | $2.1M annually
- Operating expenses for a new school
- Maintenance expenses to extend a previously approved maintenance referendum.
- Phase 1 (2018 Referendum): Build a K-6th grade elementary school, that would open for the 2020-21 school year

Tax Impact
The table below shows the estimated tax impact per $100,000 of property value. All who live within the Oregon School District boundaries pay taxes to the Oregon School District. This includes people from all all eight municipalities and three counties who live within the District boundaries.
NOTE: Equalized values were recalculated as of Oct. 1 and result in a decrease in estimated tax impact. Updated numbers are reflected in the table below; numbers will differ from the chart displayed in previously printed materials.

Gathering Community Input
The Oregon School District has a longstanding practice of working together with the community to plan for the future. We held seven community focus groups during April/May 2018 to gather feedback that informed the plan moving forward. During focus groups, participants were able to review and provide feedback on four options being considered by the school board. Community members who were unable to attend one of the four sessions were invited to contact Dr. Brian Busler to schedule an individual meeting.
