Truancy Guiding Philosophy
The community has a duty to provide the necessary facilities, programming, and funding to meet the educational needs of the children of our district. Every child should be attending an appropriate educational program until his/her 18th birthday.
The school administration has an obligation to establish attendance expectations for students. Those expectations should be communicated to parents/guardian. It is the student’s responsibility to meet the attendance requirements. It is the Municipal Court’s role to impose consequences on the student who fails to meet the attendance requirements after having been fully apprised of those requirements.

Single Period Truancy
When a student is unexcused from any class, the student may receive a single period truancy citation (Oregon Village Ordinance 9.22).

Habitual Truancy
When the student is classified as habitually truant, the Associate Principal will meet with the student and contact parent/guardian to discuss the unexcused absences. The student will be given a set amount of time to make up the unexcused absences, If the time is not made up and/or the student accumulates more unexcused absences, then the student will be issued a habitual truancy citation.

Court Appearance
A parent/guardian MUST appear with the student.

Progressive Consequences
Each successive ticket will carry greater consequences to the student.

Work Permits
The school has the authority to revoke a student’s work permit if the student is truant. The court can fine habitual truants, suspend driver’s license and work permits, assign community service, order an AODA assessment, and impose various other penalties deemed necessary.

Alcohol and Drug Policy
Oregon High School prohibits, and will not tolerate any student engaging anywhere on school premises or while involved in a school sponsored or related activity in the following: the manufacture, distribution, solicitation, possession, or use of drug-related paraphernalia; or being under the influence of a drug or other intoxicant. School premises include: school-owned property; vehicles parked anywhere on school property; any off-school property that is being used for a school-sponsored activity; event or function; school-owned vehicles; and any vehicle used to officially transport students to or from school, or for any school activity (Board Policy 436).

First Violation
The building administrator will contact parents/guardians as soon as practical upon verification of the violation. Law enforcement personnel may be notified when a municipal, state or federal law has been violated. Depending on the circumstances of the violation, the student will be suspended for up to five school days and may be referred for expulsion (Board Policy 436.04.2).

Second Violation
The building administrator will contact parents/guardians as soon as practical upon verification of the violation. Law enforcement personnel will be notified when a municipal, state or federal law has been violated. Referral for expulsion will be made, which includes suspension until expulsion proceedings are complete (Board Policy 436.04.3).

Additional Violations
For additional violations, the procedures and consequences state above will be followed. In regards to second violations, all policies will be enforced EXCEPT that the referral for expulsion may not be held in abeyance (Board Policy 436.04.4).
Smoking Policy
Possessing, using and purchasing cigarettes and other tobacco products are illegal in the State of Wisconsin for those under the age of 18 at any time. Possession or use of tobacco by anyone is prohibited on the school grounds or at a school event.
Consequences for Smoking
The Village of Oregon will issue citations for using, possessing, or purchasing tobacco products on school property. Additional school consequences may apply. Students who violate the smoking policy while on a field trip will be subject to consequences set forth in the field trip policy, and the jurisdiction of the municipality in which the violation occurred.
Student Responsibility for Damages
Students and their parents are responsible for all damages incurred or caused by action of the student. This includes all willfully inflicted damage or injury and/or all accidental or unintentional injury or damage.
